2017 Rules on Administrative Cases in the Civil Service

This 2017 training on administrative rules in the public service (RACCS 2017) aims to educate and empower the public; the disciplinary authorities of the various government agencies and instruments; local authorities, including autonomous regional governments; State universities and colleges; Local universities and colleges; Public hospitals; and government-owned and controlled enterprises, on the course of action to be taken when a public servant commits misconduct, violations, abuses and illegal acts. This also applies to the protest against the appointment of a staff member under the jurisdiction of the Public Service Commission. Knowing the rules is also helpful for those who need to defend themselves against unfair complaints and accusations. De-listing The rules on administrative matters in the public service apply to all disciplinary and non-disciplinary administrative matters or matters concerning CSC and its regional/field offices. It includes all non-professional services (casual, contractual, simultaneous) and career services (permanent, temporary) in government agencies, government instruments (water districts, Manila International Airport Authority (MIAA), Laguna Lake Development Authority (LLDA), Base Conversion and Development Authority (BCDA), etc.), LGUs, autonomous regional governments such as CAR and BARMM; State universities and colleges; Local universities and colleges; Public hospitals; and state-owned and controlled enterprises with their original charter.
